The first line of defense in any terrorist attack is the "first responder" community - local police, firefighters, and
emergency medical professionals. First responders have the greatest potential to save lives and limit casualties after a
terrorist attack. In the United States, nearly two million first responders regularly put their lives at risk to save our
lives and make all of us safer. The role of the First Responder grows each day as new threats to the safety and security
